From the given information we can write the following 2 equations;
r + c + m = 20 . . . . . . (1)
3r + 1.5c + 0.5m = 20 . . . . . (2)

Multiplying equation (2) by 2 we get;
6r + 3c + m = 40 . . . . . (2)

5r + 2c = 20

The unique solution with whole numbers is r = 2 & c = 5

Therefore from equation(1) we can find;
m = 13
